PPWR: Is Your Packaging Documentation Ready for 12 August?

From 12 August 2026, the EU Packaging and Packaging Waste Regulation (PPWR) becomes applicable across the European Union, bringing immediate obligations for companies placing packaging or packaged products on the market. These include compliance with restrictions on substances of concern and having the right information and documentation available to demonstrate conformity.
Other requirements, including recyclability, recycled-content and reuse targets, will apply from 2030 onwards. But preparing for PPWR does not start in 2030. It starts now, with a clear understanding of your packaging and the documentation behind it.
What does this mean for your business?
If your company fills packaging and/or places packaged products on the European market under its own name or trademark, you are considered the manufacturer under the PPWR.
As the manufacturer, you must be able to demonstrate that your packaging complies with the applicable requirements. This means:
- Assessing the complete packaging configuration
- Preparing and maintaining the technical documentation
- Carrying out the required conformity assessment
- Issuing the EU Declaration of Conformity (DoC)
- Keeping documentation available for market surveillance authorities
- Meeting applicable substance, labelling and Extended Producer Responsibility requirements
The final packaging configuration may include more than the packaging itself. Liners, labels, closures, wrapping and other components added during filling or distribution must also be taken into account.
